How to merge duplicate "Default" UV's from Paint Room

Either I am massively misunderstanding something or I am encountering a pretty nasty carnival of bugs. See screenshots named in chronological order. I have a surface sculpt divided
into multiple parts, which are baked with normal map in pieces. The result in the paint room after this is complete is right EXCEPT for the fact that I get multiple uv textures out of the bake,
and cannot find a way to combine them (I see no unify UV like there is in the retopo). Furthermore if I attempt to rename them in the UV room, then it does not reflect in the Paint rooms UV drop down (even if I click apply UV set), though I do get some weirdness in the normal map. Finally, since the UV sets are named the same, an export seems to write over the same file name repeatedly.

How can I merge these multiple "default" textures into a single texture in the workflow outlined in the screenshots.
