Can't find "cloth" tool inside Sculpt room

Hello!

I just created a simple t-shirt using:
new file -> perform retopology -> import huge reference mesh (imported a human-model)

Now, after doing a retopo for my t-shirt, I went to Sculpt room to use "cloth" tool.

However, there's no "cloth" tool inside section.

Is this a bug? Or did I do something wrong?

note: version 4.8.10 (both DX and GL)

It's there. Just make sure you're model is in Voxel mode, not Surface. If you look at the Vox Tree and see an S next to your layer click it to switch to V.  The tool is at the bottom of the Objects section on the tool bar or Space bar panel (see attached pic)

thanks! 
my problem was that I didn't make a new layer...
(after creating a new layer, the "cloth" option appeared...)

btw, I sure hope 3d coat can improve its UI for beginners by:
 - greying out "cloth" menu
 - giving contextual help on mouse hover (why is it disabled? because you're surface mode / don't have a new layer / etc)
