Painting with an Object

I am trying to voxel paint small cylinders onto an irregular surface. I want to randomize the orientation of the cylinders and understand that I can do that in the brush options using jitter and rotation amplitude etc. What I am not sure is how I "load" the cylinder as a brush and whether I can do that in the voxel room.

I can make a low poly cylinder mesh and load it as a "tube" brush but I want the cylinders to land vertically on the surface. Similar to the image I have attached.

Any cool ideas on how to do this best.
