I'm not sure if i can get that because im on an educational version, but i did finally fix it by resetting my camera via the "Home" button.

Im doing a project for class, and my viewport glitches out of control whenever i try to rotate. It will move even after i stop moving my mouse and even go so far as to leave the screen. My panning with my scroll tool deoesnt really work either. What on earth is going on?
