Rogue Voxels that won't 'Cut Out'

I'm building a TV as my first project but I have a weird issue. Part of my TV base object has voxels separated from the mesh itself which can't be removed using the cutout tool or anything else. These rogue voxels seem to be part of the mesh and are affected by transforms etc but brushes dont seem to register its existence, so I can't brush it out.

Picture attached to clarify my issue.

Is there a workaround for this?

Daniel. Yes, the object was editable...just the top part that wasn't.

I managed to fix this in the end by duplicating the volume. The new duplicate volume did NOT contain the rogue voxels. I guess this is a bug rather than something I did then?
