PBR Clear Coat & Glass (no refraction?) lol

Layered materials are challenging to reproduce with just one model/material, but you can always duplicate your model and push it out slightly along the normals (this eleminates z-fighting). That's a pretty old technique though, and I think you'd be better off with a custom shader or node setup in your game engine or rendering package of choice.

 

Having said that, you should be able to get decent results with just a simple shader.
