You do have booleans in Surface mode, however, Merging objects always seems to work better when in Voxel mode. But subtraction and cutting booleans in Surface mode is the best way to go. Why? Because Raul developed a means to dynamically subdivide the edges along a cut or boolean subtraction, in Surface mode. It leaves superbly crisp edges, no matter how dense or low poly your surface mesh is.

And for what it is worth, you can use the Retopo Primitives to start a low poly model from and use 3D Coat's modeling tools to build a low poly object. The TRANSFORM tool, as well as the FREE EXTRUDE tool in both Edge and Faces mode, will allow the user to extrude faces or edges on the fly, by hitting the ENTER key.
