Texture Bake - High to Low

Hello. I am attempting to do a texture bake from high to low, although the topology and UVs are quite different. I watched through the texture baking tool video several times, but maybe I am missing a step. Or, maybe this is just the limit of the tool?

The overall shape and dimension of the two are the same.

Ive attached screens of my low poly, high poly and the resulting texture.

Low Poly reference mesh.

The texture baking tool does not support PBR textures. You might get unexpected results. The texture baking tool is really being depreciated is my guess but that is only a quest. I asked a few times about it being updated to support PBR textures. There has been no reply so far. 

There is a workaround I figured out which does not use the texture baking tool but you get correct results. At the current time family health problems prevent me from being on my computer to give you the complete steps. I rather not go by memory in explaining the steps.
