The issue still there after i turn off those. I found that the problem comes from the voxel sculpt model, many things were not smooth enough, so after doing the retopo it still looks glitchy, i went back and i start either smoothing many layers or adding resolution and then smoothing, then retopo again and that fixed the issue!
