What does locking a layer actually do?

When I lock a layer, 3DCoat shows this warning. What does this actually mean? It sounds like the layer is saved in an external file, not the .3d file itself?

It sounds like... a terrible, terrible implementation. How am I supposed to backup my file or share it with a co-worker if the layer is saved externally? Do I need to dig deep into the TextureCache folder and find every relevant files? Or did I misunderstand this message?
