Should mention this happens in 4.7.12 and 4.7.16. I haven't noticed this happening in earlier versions.

Hi guys, Not sure if i'm doing something wrong here but when I use the cutoff tool in surface mode i'm sometimes getting an issue where the mesh isn't being 'closed'. Hopefully the screenshots below illustrate what I mean. The first 2 images I've solo'd the mesh i'm cutting, the 3rd i've un-hidden the other layers and changed the angle so you can see how the mesh behind the cutout mesh is visible.
