3d mouse / rotate around pick point

I'm not sure if this is unintended behavior or not, but rotation seems really wonky .. e.g., if I pick a point using F, it rotates around that fine until I shift around at all, then it rotates around a different point.  It seems like the rotation point remains view relative rather than sticking to the model as I'd expect (and where the point remains). "Rotate Around Last Drawn Point" seems to suffer similarly.

This seems at least a bit weird just because "Rotate Around World Center" actually rotates around the center regardless of view position, as I'd expect.

This seems to happen regardless of whether "Rotate Around Y Axis" and "Disable Roll" are on.
