I realize this post is ancient, but I found it today while searching for an answer to the very same issue, so I feel obligated to post the answer to save future searchers time. Simply right-click on the protractor icon seen here and you'll be back to normal! Definitely wish this setting was included in resetting the default preferences of the UI, but glad to have pinned down the cause regardless.
