Do you mean re-order it in the layer panel? If so, you can hover to the right of the layer and see a little moved icon. drag that and move the layer wherever you need within the panel. As for a Liquify tool, you do have that type of functionality to some degree when using Materials to projection paint. And you can use the Transform/Copy tool, as well. You can also send all your layers over to Photoshop, use the Liquify or Warp tools there, save, and then those changes would be reflected back in the scene, in 3D Coat. However, I meant "move the contents of a layer", by example, in order to move a line drawn along a cylinder to a new position.
