Ah dang... SO here's an update I use acronis imaging so I can jump around to different versions of windows and test things and honestly, keep my self pretty clean! So I read somewhere that it was the fall creators update that screwed everything up, so I figured "eh Ill just do a barebones install and see if this works" I'm currently running build 14393 with the latest version of 3D coat (64 bit) on my surface book 1. Wintab mode does not work with pressure sensitivity as well on this so I am not sure if the fall creators update was the only thing screwing this all up. Perhaps the latest wintab driver itself? I'm not the smartest in this department but I thought I'd let you guys know. I'll update here after some more test!

OK I just signed up for a forum account here because I cannot FOR THE LIFE OF MEEEEE figure out how to use my surfacebook with pen pressure. 4.5 works, but 4.7 does NOT, but it has everything else I need (touch controls for screen, etc). Anyone have an issue? OP, did you figure this out?
