Normal map painting confusion

Doesn't work. Make a test, import any object to paintroom, create a layer, switch mode from "Standard Blend" to "Normal" and try to paint depth, nothing happens. When you import an existing normal map, you can modify it with the height adjustment tool but not with the brush tool. So what is the best way to manipulate an existing normal map?
