Hi !

Are you using the last version 4.7.06 ?

On Paint Room there is 2 ways

File > Export  objects and Textures

or

Textures > Export > Normal Map

Do you have a normal map plugin in Photoshop ?

Normals maps cant be edited as any raster graphics.

Sorry I did not understand your workflow to help better.

But then all layers are exported as one texture. Is it possible to export a normal map with all layers preserved?

Try editing all layers in external editor command.

I open a project only with a color map, there are no normal maps by layers, like the rest of the channels too
