What do you mean you want to paste a smart material associated with one layer to the smart material library? Are you referring to changes one might make to an attached material? If you want to commit it to the main library, just RMB the attachment and choose COMMIT TO LIBRARY. Easy enough, and no, it wasn't overlooked.
